"A balanced budget amendment should be added to the United States onstitution. "

Pros
A government, like its individual citizens, must pay its bills. eficit spending places a terrible burden on the future generations of this country. The democratic experiment is too important to the history of the human race to risk the fate of insolvency. A balanced budget will force the Congress to differentiate between the necessities our country needs and the frills it would like to have.

Cons
A constitutional amendment requiring Congress to balance the budget is unnecessary. All the political structures necessary to achieve a balanced budget are in place now. It is a matter of trusting the political process to solve budget problems. In addition, a balanced budget may not always be the appropriate solution to every financial crisis. In spite of its current unpopularity, deficit spending is an excellent tool that would be lost with the passage of a constitutional amendment.
